The critical position of Supplier Quality Engineer will be part of a significant team dedicated to helping a Fortune 20 Global Energy Leader focus on the delivery of supplier quality. The role will maintain significant responsibility and exposure both within the Supplier Quality Organization and within the larger procurement organization. The prime objective of the role is to ensure that structured Quality Management (QM) controls and assurance processes are implemented to deliver rigorous quality management throughout all phases of procurement and contracts execution. The Supplier Quality Engineer will also attend to conformance to engineering and quality management guidelines.
Other key responsibilities include: Developing individual contract QM strategy and quality plan; Coordinate SQM activities and implementation programs with QM strategies; Segment QM strategies/ guidance; Assist Specifying Engineers in the identification of critical equipment through the implementation of formal criticality and/ or risk assessment process; Develop the associated integrity plans to manage the identified risks; Define the preferred supplier list; Train smaller suppliers to improve their performance; Set up performance metrics.

Responsibilities
Ensure that structured Quality Management (QM) controls and assurance processes are implemented to deliver rigorous quality management throughout all phases of procurement and contracts execution.
Help with conformance to engineering and quality management guidelines.

Conformance to requirements and responsibilities included in the Engineering and Quality Management Guidelines.
Assist the individual Technical Authorities (TA), engineers and procurement staff identify the technical and QM requirements to be applied into the work activities.
Manage the compliance process in order to provide assurance that the services, materials and/ or equipment included in contracts and purchase orders meet the functional and technical requirements.
Develop individual contract QM strategy and Quality Plan based on implementing the group IM Standard, Segment Engineering and Quality Management Guidelines.
Coordinate SQM activities and implementation programs with SPU QM strategies and Segment QM strategies/ guidance.
Assist Specifying Engineers in the identification of critical equipment through the implementation of formal criticality and/ or risk assessment process and develop the associated integrity plans to manage the identified risks.
Guide Specifying Engineers in the identification of technical and assurance requirements for functional and technical specifications including applicable standards, normative documents and certification.
Develop contractor/ supplier relationships based on introducing a Quality improvement culture and identifying the optimum client intervention levels.
Ensure appropriate contractor/ supplier verification and audit programs are established and prioritized in accordance with risk/ criticality assessment.
Develop inspection programs that are aligned with managing identified risks and delivering value.
Develop leading and lagging QM KPI’s to be incorporated into individual contact and purchase order scopes.
Qualifications/Requirements
Required:
• Legal authorization to work in the US on a full-time basis for anyone other than your current employer
• Ability to travel domestically and internationally for at least 25% of the role
• Bachelor's degree – in an engineering or science discipline
• Professional engineering experience in heavy engineering (preferably oil and gas), operations or marine
• Experience working with contractors and suppliers in the design manufacturing and testing of heavy industry equipment and materials
• Experience in identifying technical integrity / quality assurance requirements for incorporation into procurement specifications
• Good understanding of Quality Control processes as applied to materials and equipment involved with the oil and gas or similar industries
• Ability to lead and direct technical, HSSE, Integrity and Quality Audits on contractors and suppliers
Desirable:
• Advanced degrees such as MBA or MS Industrial Engineering
• Experience working with client organizations/ major engineering contractors in developing PSCM related Quality Management Systems
• Technical background in equipment or material design, and the ability to understand multi discipline requirements as applied to major capital equipment/ materials
• Background in fabrication/ construction engineering including structural and piping fabrication, rotating and static equipment installation, sub-sea equipment, electrical and control systems
• Formal training in Quality Management Systems (QMS) implementation is an advantage
• Certification such as ASQ, CQE, or Six Sigma Black Belt
• Auditing experience and certifications preferred: ASQ, CQA or RAB/IRCA, ISO assessor certification
