This high visibility role is responsible for carrying out the strategic directives of the team focused on the sourcing of IT and Telecommunications categories of spend. The incumbent will help develop and maintain the strategic relationships with key business stakeholders to create shared solutions, specific deliverables and clear expectations. As an experienced professional, the individual will act as a subject matter expert and designated agent for purchase of technology products and services. As a forward looking group, the incumbent will also research and analyze technology industry market data to benchmark costs, trends and technology roadmaps to make informed decisions on purchasing and negotiation strategies with technology stakeholders.

Responsibilities
• Develop procurement strategies for IT and Telecommunications categories of spend.
• Develop and maintaining strategic relationships with key business stakeholders to create shared solutions, specific deliverables and clear expectations and acts as subject matter expert and designated agent for purchase of technology products and services.
• Develop clear and concise business requirements with the stakeholders that represent the client’s needs versus “wants”.
• Collect internal data to determine baseline costs and supply base information, to identify cost savings opportunities and develop purchasing strategies for the spend category.
• Research and analyze technology industry market data to benchmark costs, trends and technology roadmaps to make informed decisions on purchasing and negotiation strategies with technology stakeholders.
• Draft complex RFxs and provide guidance and assist stakeholders with the evaluation of bids, proposals and qualifications, and review of final recommendation documents.
• Draft complex IT and Telecommunication contracts
• Develop negotiation plans and then implement these plans through negotiation of the commercial and legal terms and conditions of IT and Telecommunication contracts.
• Initiate and lead cross-functional technology teams through the Strategic Sourcing Process. Use the Strategic Sourcing Process to develop procurement strategies for the technology commodities of hardware, software, managed services, consulting services and telecommunications.
• Manage the technology contracts for which one is responsible (measuring supplier performance against contract obligations) and develop strategic relationships with key suppliers.
• Advise stakeholders on client purchasing policies and procedures and ensure procurement agreements meet these requirements as well as facilitate stakeholders through the Board approval process for contracts.
• Buy value, save money and mitigate risk for client.
Qualifications/Requirements
Bachelors degree in Purchasing, Business or similar field or equivalent experience plus five to seven years experience in procurement related to supply chain management, including negotiating contracts, developing procurement documents, and implementing and maintaining long-term contracts for a large organization.
Experience working with supplier diversity and environmentally preferable procurement initiatives a plus.
Excellent organizational, conflict resolution, customer service and interpersonal skills.
Ability to facilitate and communicate with internal and external customers and suppliers.
Able to resolve conflict as necessary to effectively manage stakeholder involvement.
Requires proficiency with Microsoft Office (Word, Excel, Access and other PC applications); experience with PeopleSoft or enterprise financial system a plus.
Certified Public Purchasing Buyer (CPPB) or CPM preferred.
