Position Reports to: Senior Supplier Quality Management (SQM) Director

The incumbent will take a leadership role in the building of a world class Supplier Quality Management department. The incumbent will provide guidance and expertise to this effort, including developing a strong SQM team. The prime objective of the role is to ensure that competent SQM resources, structured controls and processes are developed and implemented into the overall Procurement and Supply Chain Management (PSCM) Process. The role provides leadership and organizational capability to support engineering, operations and PSCM Functions to deliver and assure SQM and Group Integrity Management (IM) Standard requirements are rigorously implemented and managed throughout all phases of supplier management processes.

Responsibilities
Strategy
- Ability to articulate and communicate the strategic vision for PSCM & SQM and translate into actionable plans, deployed within the SPUs/ Sector Directorates
- Develops long term 3 to 5 year plus SQM supplier strategies to be implemented with key suppliers/ contractors based on their ability to deliver IM and SQM requirements and business value consistently
- Develops SPU/ Sector Third Party Inspection (TPI) strategies and ensure competency of service and that there is consistent management of TPI service providers
SPU, Sector and Supplier Stakeholder Management
- Routinely communicates openly and with integrity with key business stakeholders to align direction between PSCM and the internal customer intent
- Liaise with supplier executives up to and including the CEO level to influence change
- Work directly with the Supplier’s Executives (VP Quality/Director Quality)
- Shapes and removes roadblocks to enable the delivery of the PSCM supplier quality agenda
- Coordinates SQM activities and implementation programs with Sector/SPU QM strategies and Segment QM strategies/ guidance
- Interfaces with functional disciplines such as facilities, subsea, drilling and completions to ensure that operational and reliability requirements are delivered
- Interfaces with related networks to ensure best practice SQM is transferred to SPU / sector PSCM activities in a cost effective and practical manner
- Proactively operates across segments and client businesses to the wider benefit of client
Supplier Pre-Qualification
- Minimize the risk and maximize value by pre-qualifying the right suppliers and contractors for client
- Supplier Development plans to ensure identified gaps are addressed and closed in a timely manner
- As required, lead international supplier audits and assessments including selection of audit team members from internal client functions
- Be responsible for reviewing client key suppliers and contractors in their ability to provide long-term strategic added value
- For each high level IM risk suppliers, develop and prepare an audit plan based on the results of the risk assessment process
- Manage the completion of supplier assessments with targeted suppliers including working with suppliers to complete self assessments, and completion of on site reviews
- Ensures appropriate contractor/ supplier verification and audit programs are established and prioritized in accordance with risk/ criticality assessment
Right First Time & Quality Planning
- Lead the application of appropriate quality tools within the supply base to:
• Support engineering to identify contractor/ supplier risk in accordance with criticality assessment
• Identify supplier certification and verification documents that need to be in place
- Ensuring contractor/ supplier Management of Change MoC processes are established and implemented
- Integration of SQM processes into PSCM Sourcing and Supplier Management Processes
- Establish Right First Time Performance Targets with key suppliers and contractors
Measurement and Monitoring of Supplier Quality:
- Implements Supplier Performance Management processes by identifying leading and lagging metrics to be applied to specific contracts and purchase orders and ensuring that their output is measured and followed up as part of a continuous improvement process.
Continuous Improvement
- Drives a step change in performance by:
• Reduce the cost of poor supplier quality
• Facilitating specific improvement workshops at suppliers’ premises to identify process failures and corrective actions to prevent re-occurrence
• Introduces Lean, Six Sigma and/or equivalent concepts as part of the continuous improvement cycle
- Supports client’s continual improvement programs, recommending and introducing process improvements by leveraging an extended network of thought leadership avenues
SQM Process & Tools
- Globally identify best known methods that improve the competitive position of client in the area of Supplier Quality Management
- Work in conjunction with the PSCM common process team in the design, development and implementation of a world class supplier quality program including: supplier pre-qualification, quality planning, measurement and monitoring and continuous improvement
- Provides contractor and supplier interface/ input to Group IM Standard/ E &P IM Implementation document
- Content/ process owner for the SQM Element within the Segment Engineering and Quality Management Guidelines and Engineering Technical Practices (ETP)
- Defines the quality implementation roadmap for key alliances and strategic partners and ensures robust quality processes are in operation to achieve quality excellence
- Shapes and leads change management activities as related to SQM to assure the success of the supplier quality management programs
Organization Capability & Capacity
- Responsible for managing the resources and interfaces required to effectively support develop and execute business plans
- Works independently within the PSCM teams leading and managing a team of multi-discipline Supplier Quality Engineers
- Develops organizational capability within the PSCM organization and where necessary supplement from specialist organizations
- Anticipates and identifies capability gaps in self and establishes plans to address
Management of virtual team within the supply base to deliver a step change in key operational KPIs and processes
Qualifications/Requirements
• Ability to travel domestically and internationally for at least 25% of the role
• Minimum of a Bachelor's degree, preferably in SCM, Engineering or Business
• Has openly communicated with integrity to key business stakeholders to align direction
between purchasing and the internal customer
• Proven leadership skills (including ability to influence without reporting relationships)
• A proven track record of leading and defining supplier improvement activities and shaping
the methods for supplier approaches to business excellence
• Experience in the creation of a company-wide strategy and key performance indicators
around Supplier Quality Management
• Knowledge of business management, infrastructure requirements, business planning and
operational measurement
• Demonstrates skillful application of Market sector strategy development & application,
Demand management
• Significant experience working with contractors and suppliers in the design manufacturing
and testing of heavy industry equipment and materials
• Detailed understanding of Quality Control processes as applied to materials and
equipment involved with the oil and gas or similar industries
• Demonstrates advanced application of Supplier Quality Management, Contract execution
and management, Project Management Skills, Negotiating and Influencing Strategy,
Financial Skills
• Demonstrated practical application of Lean, Six Sigma and business improvement tools
• Strong background in International Management Systems including (but not limited to):
• ISO 9000 – Quality Generic
• ISO 29001 – Quality, Oil and Gas
• ISO 14001 – Environment
• OHSAS 18001 – Health & Safety
• SA 8000 – Corporate Responsibility
In addition to the essential criteria and qualifications, it is preferred that the successful candidate have the following:
• MBA
• ASQ Quality Certification
• Six Sigma Certification
