Our Client is reorganizing their manufacturing procurement and supply chain capabilities.A program to transform our Client's Manufacturing Procurement and Supply Chain (PSCM) capability is underway. We therefore need talented and experienced Procurement professionals who are ready for the challenge of shaping the new PSCM organization.

The Procurement Specialist will drive the effective management of significant third party spend across one or more categories at the refinery in Texas. The Procurement Specialist will help drive delivery and implementation activities of getting value delivered to the bottom line, driving behavioral change, developing new business process, measuring and tracking performance, driving appropriate compliance, and leading local/regional procurement teams for some specific material and service commodities across the Texas refinery.

The Procurement Specialist is responsible for the direction and administration of the site procurement activities based on assigned material and commodity responsibilities working along with the other Procurement Specialist and Procurement Associates. This position may be focused on one or more of the following commodities/services: inspection services, industrial cleaning services, consulting services, or MRO. The day-to-day focus of this position is the support of plant maintenance, operations and site services to accomplish business unit manufacturing objectives as detailed in the plants' and business unit's performance contracts.

Responsibilities

• Develop deep understanding of specific engineering and maintenance service commodities.
• Gather the site requirements, negotiate contracts and lead procure on behalf of the business for specific commodities.
• Work closely with the relevant strategic sourcing contact to leverage more value within the specific commodities.

• Engage stakeholders in a constructive manner to further business unit and site business objectives.
• Provide procurement guidance, interface with the procurement network, ensure compliance with established methods and protocols and support overall business unit's performance plans.
• Develop strong working relationships with all site support services, taking the lead in utilization of these internal resources as well as continually benchmarking externally to assure a competitive cost structure in support of business objectives and goals.
• Develop and report third party cost savings in support of the group's goal to reduce this category spend.
• Proactively ensure proper purchase order generation, updating purchase order header and text information and pricing to minimize the potential for blocked invoices.
• Review and manage service contracts and site material and develop action plans to review and manage those contracts.
• Support the site after-hours and in emergency response as needed.
• Support the management of the departmental costs to meet or reduce plan performance budget.

Qualifications/Requirements

• Minimum 7 years procurement and contracting experience
• Bachelor's degree required; Master's degree desired
• Strong commercial skills and business acumen
• Good understanding of the relevant supplier bases, organization and cost structure.
• Intermediate analytical skills.
• Proven self-motivator with ability to network effectively.
• Proven ability to create innovation with an openness to change.
• Solid facilitation skills.

Qualifications/Requirements

The successful candidate will demonstrate the following:

• Proven track record and experience as an executive business leader and change agent in organizations of scale and complexity; you are likely to be operating currently as a Head of Procurement, regional Lead/VP or Chief Procurement Officer in an international organization.
• Experience gained in Refining and/or a large scale, complex 24/7 process manufacturing industry; ideally with experience gained both inside and outside the manufacturing sector.
• Experience of supply chain management in a manufacturing environment, ideally including materials management.
• Experience of leading significant operational change, including the upgrade of procurement process, data and systems.
