VP Level - Procurement Director – Global Manufacturing

The incumbent will take ownership of a complex global spend portfolio of $7 billion (including CAPEX) and a team of approximately 230 around the world. 30% of this team will report to this role on a ‘hard line’ basis, the rest through ‘dotted line’ reporting across the operational sites. The Procurement Director, Global Manufacturing is the single point of accountability for the quality and cost of Procurement service delivery to the organization. From a strategic perspective, the role will be responsible for improving operational excellence, reducing third party spend, and for cost and capital efficiency. Tactically, this will be delivered through a growth in competency of the procurement community, translating business strategies into competitive category, supplier and contractor plans and priorities, and developing and embedding the supporting processes and practices to underpin delivery. • Develops and maintains vision and strategy for PSCM transformation in Refining/Manufacturing that aligns with and supports delivery of the SPU business agenda.

Qualifications/Requirements
The successful candidate will demonstrate the following:
• Proven track record and experience as an executive business leader and change agent in organizations of scale and complexity; you are likely to be operating currently as a Head of Procurement, regional Lead/VP or Chief Procurement Officer in an international organization.
• Experience gained in Refining and/or a large scale, complex 24/7 process manufacturing industry; ideally with experience gained both inside and outside the manufacturing sector.
• Experience of supply chain management in a manufacturing environment, ideally including materials management.
• Experience of leading significant operational change, including the upgrade of procurement process, data and systems.
• Well developed leadership skills, with a good mix of strong conceptual thinking, a hands on approach to the management/engagement of people and the charisma to ‘sell the vision’.
• Intellect is essential and it is likely that the successful candidate will be a graduate.

Supplier Pre-Qualification
- Minimize the risk and maximize value by pre-qualifying the right suppliers and contractors for client
- Supplier Development plans to ensure identified gaps are addressed and closed in a timely manner
- As required, lead international supplier audits and assessments including selection of audit team members from internal client functions
- Be responsible for reviewing client key suppliers and contractors in their ability to provide long-term strategic added value
- For each high level IM risk suppliers, develop and prepare an audit plan based on the results of the risk assessment process
- Manage the completion of supplier assessments with targeted suppliers including working with suppliers to complete self assessments, and completion of on site reviews
- Ensures appropriate contractor/ supplier verification and audit programs are established and prioritized in accordance with risk/ criticality assessment
Right First Time & Quality Planning
- Lead the application of appropriate quality tools within the supply base to:
• Support engineering to identify contractor/ supplier risk in accordance with criticality assessment
• Identify supplier certification and verification documents that need to be in place
- Ensuring contractor/ supplier Management of Change MoC processes are established and implemented
- Integration of SQM processes into PSCM Sourcing and Supplier Management Processes
- Establish Right First Time Performance Targets with key suppliers and contractors
Measurement and Monitoring of Supplier Quality:
- Implements Supplier Performance Management processes by identifying leading and lagging metrics to be applied to specific contracts and purchase orders and ensuring that their output is measured and followed up as part of a continuous improvement process.
Continuous Improvement
- Drives a step change in performance by:
• Reduce the cost of poor supplier quality
• Facilitating specific improvement workshops at suppliers’ premises to identify process failures and corrective actions to prevent re-occurrence
• Introduces Lean, Six Sigma and/or equivalent concepts as part of the continuous improvement cycle
- Supports client’s continual improvement programs, recommending and introducing process improvements by leveraging an extended network of thought leadership avenues
SQM Process & Tools
- Globally identify best known methods that improve the competitive position of client in the area of Supplier Quality Management
- Work in conjunction with the PSCM common process team in the design, development and implementation of a world class supplier quality program including: supplier pre-qualification, quality planning, measurement and monitoring and continuous improvement
- Provides contractor and supplier interface/ input to Group IM Standard/ E &P IM Implementation document
- Content/ process owner for the SQM Element within the Segment Engineering and Quality Management Guidelines and Engineering Technical Practices (ETP)
- Defines the quality implementation roadmap for key alliances and strategic partners and ensures robust quality processes are in operation to achieve quality excellence
- Shapes and leads change management activities as related to SQM to assure the success of the supplier quality management programs
Organization Capability & Capacity
- Responsible for managing the resources and interfaces required to effectively support develop and execute business plans
- Works independently within the PSCM teams leading and managing a team of multi-discipline Supplier Quality Engineers
- Develops organizational capability within the PSCM organization and where necessary supplement from specialist organizations

Responsibilities
• Develop procurement strategies for IT and Telecommunications categories of spend.

• Advise stakeholders on client purchasing policies and procedures and ensure procurement agreements meet these requirements as well as facilitate stakeholders through the Board approval process for contracts.

Qualifications/Requirements
Bachelors degree in Purchasing, Business or similar field or equivalent experience plus five to seven years experience in procurement related to supply chain management, including negotiating contracts, developing procurement documents, and implementing and maintaining long-term contracts for a large organization.
Experience working with supplier diversity and environmentally preferable procurement initiatives a plus.

The Alaska Strategic Performance Unit (SPU) is a major component of the client's existing group of businesses. It is distinguished by a very large, but technically-challenging resource base covering mature giant fields, satellite developments, large scale heavy oil potential, world-scale mid-stream assets, and a major long-term gas commercialization opportunity.
The role of the procurement group is to ensure that maximum value is delivered from the $1.5 billion plus annual third party spend of this unit. The incumbent will work to assure supply and to manage key supply chain risks. Strong commercial and business acumen, communication, coaching and interpersonal skills are required.
This level of spend is expected to grow significantly through 2013 due to increased activity across all areas of the business, and especially projects.
This team will be expanding to meet these dynamic business demands. The incumbent will be an experienced individual with a strong track record of performance delivery.
This high-profile position is responsible for the development and implementation of construction contracting strategies for a variety of industrial capital projects. Responsibilities
- Drive development of Market Sector & Sub-Strategies and implement effective Supplier Performance Management (SPM)
- Direct Projects in their use of agreements through interpretation of the commercial agreements and communication of contractor’s project management, execution and after market service capabilities, delivering the best value for client
- Execute Value Plan Process and track Value delivery
- Collect and analyze SPU performance data, develop SPU feedback process to capture lessons learned and continuously improve
- Lead commercial interventions and disputes with contractors, as necessary
- Assess specific market sector risks and opportunities and manage these within context of business unit
- Lead work with suppliers to ensure standardization, technical optimization, value delivery, process improvement and continuous improvement as part of the overall Supplier Performance Management process including coordination of Quarterly Performance Reviews and Global Business reviews.
- Apply and champion PSCM Common Process (PSCMcp) and contribute to continuous improvement of the common process
- Facilitate and participate in cross Business unit networks
- Take part in negotiations on Global Framework Agreements terms & conditions
Qualifications/Requirements
Essential
- Legal authorization to work in the US on a full-time basis
- The willingness and ability to travel up to 25%
- Minimum of a Four year / Bachelor's degree preferred in Business or Supply Chain
- Strong oil and gas experience
- 10 years experience in Projects or related function
- Tendering, negotiations, contract development and execution strategy experience
- Highly competent working with legal language and adept at identifying & resolving key issues
- Demonstrated ability to tactfully and diplomatically challenge the status quo and influence change across a wide breadth of projects and at all management levels
- Strong team focus and the skills to work across disciplines, cultures and business unit teams in various locations
- Demonstrated ability to address and facilitate optimal resolution of problems

Qualifications/Requirements
- Minimum of 3 years experience in PSCM and/or related function
- Strong commercial and business acumen, communication, coaching and interpersonal skills
- Degree in a commercial or technical discipline
- Experience working in remote locations
- Experience developing, implementing and managing high value and complex contracting strategies
- ISM or similar accreditation
- Strong oral and written communication skills
- Good organizational, planning and prioritization capability
