This high-profile position is responsible for the development and implementation of construction contracting strategies for a variety of industrial capital projects. The incumbent will enjoy considerable corporate exposure and significant managerial responsibility. The incumbent will lead teams of professionals in driving competitive advantage and cost savings for this key category. Key to the role will be to develop coherent construction contracting strategies for industrial capital projects, including developing the strategy and leading the qualification process. Included will be to initiate and drive communication and project plans to ensure effective delivery of savings and other deliverables against the sourcing strategy. Responsibilities will also include managing negotiation, contracting, and ongoing supplier value management for continuous improvement. Contracts will vary in value, complexity, and geography. The incumbent will also manage commercial qualification of the contractors and negotiating final commercial agreements.
The type of construction projects the incumbent will be responsible for can exceed $200m. One current project is a $450 million scrubber project, but could be focused on many areas including generation, transmission, water, and miscellaneous construction. One area of focus will be on the refurbishment of plants constructed in 60s, 70s, and 80s. The incumbent will be surrounded by strong senior management, including a proven procurement professional who coordinated procurement for the 1996 Olympics.

Responsibilities
Development and implement construction contracting strategies for a variety of industrial capital projects.
Strategically lead construction contracting strategy by understanding local supply market economics and competitive structure of targeted suppliers and industries in targeted markets.
Manage and direct the mission and processes within Supply Chain.
Direct managers to comply to Supply Chain processes and procedures.
Deliver innovative and effective presentations to internal and external stakeholders.
Lead teams of professionals in driving competitive advantage and cost savings for this key category.
Key to the role will be to develop coherent construction contracting strategies for industrial capital projects, including developing the strategy and leading the qualification process.
Lead contracting strategy development for projects.
Drives continuous improvement in the contracting process through use of industry leading benchmarking resources, practices and case law.
Educates others in use of industry-leading benchmarking resources and practices.
Generates governing policy regarding contracting requirements.
Mentors others on best-in-class negotiation skills.
Acts professionally, ethically and legally.
Assesses and anticipates changing business requirements to upgrade Supply Chain tools and processes.
Oversee the negotiation and execution of construction agreements.
Oversee team that will monitor performance of contractors and execute contract changes.
Holds stakeholders and direct reports accountable for adherence to processes and policies.
Builds consultative relationships with stakeholders by learning their business, delivering Supply Chain’s value and informing them on status.
Demonstrates excellent written and verbal communication skills to effectively align executives, vendors and other stakeholders.
Qualifications/Requirements
A four-year undergraduate degree from an accredited college or university or equivelant. This could include Business, Finance, Engineering, or Supply Chain Management.
An MBA is desirable.
Strong analytical and leadership skills.
Strong interpersonal skills, including knowledge of how to effectively deal with tough suppliers.
10 years of experience highly desirable, with 2-3 years of industrial construction procurement
experience.
Experience managing and leading $10+ million projects.
Strong experience supervising construction procurement employees.
Significant experience with industrial construction. This includes the following sectors - refinery, power plant, industrial manufacturing facilities, energy - Oil & Gas, civil infrastructure, environmental, DOD-related projects.
Knowledge of alternative delivery techniques - engineer-procure-construct, construction manager at risk, job order contracting.
Experience in construction sealed bidding, and competitive sealed proposals.
Strong knowledge of industrial construction market - utility, refining, industrial processes manufacturing facilities. Knowledge of top 10 firms crucial.
Experience with the negotiation of multimillion dollar projects. Negotiation strategy and tactics.
Understand legal, technical, and business aspects of industrial construction.
Expert in contract administration of construction contracts.
Experience partnering with stakeholders to create shared solutions, specific deliverables and clear expectations.
Experience managing conflict that may arise with stakeholders.
