VP Level - Procurement Director – Global Manufacturing

This high visibility role offers the rare opportunity to help lead the procurement organization of a Top 20 Fortune Global Leader.

The incumbent will take ownership of a complex global spend portfolio of $7 billion (including CAPEX) and a team of approximately 230 around the world. 30% of this team will report to this role on a ‘hard line’ basis, the rest through ‘dotted line’ reporting across the operational sites. The Manufacturing Procurement team provides coverage for assets globally. This will involve the creation and execution of a coherent and holistic PSCM strategy, ensuring active support from business unit leaders across the SPU. The strategy will include significant upgrades of our people, process and systems capability, within both the sector and site procurement teams and will also influence process improvement in the business line.

The Procurement Director, Global Manufacturing is the single point of accountability for the quality and cost of Procurement service delivery to the organization. From a strategic perspective, the role will be responsible for improving operational excellence, reducing third party spend, and for cost and capital efficiency. Tactically, this will be delivered through a growth in competency of the procurement community, translating business strategies into competitive category, supplier and contractor plans and priorities, and developing and embedding the supporting processes and practices to underpin delivery. These objectives must be achieved while assuring the supply of products and services and, critically, without compromising the safety, operability and reliability of manufacturing assets.

Responsibilities

• Develops and maintains vision and strategy for PSCM transformation in Refining/Manufacturing that aligns with and supports delivery of the SPU business agenda.
• Leads and sustains the delivery of the Refining transformation agenda for PSCM, ensuring ongoing business line engagement, resources and planning.
• Leads Refining SPU PSCM team, establishing and communicating vision and strategic direction, providing business context, coaching and direction to enable the team to meet its performance targets.
• Builds strong relationships with senior refining/manufacturing SPU stakeholders to ensure alignment around a single strategic vision, strategy and annual agenda.
• Represents company with strategic suppliers/contractors, ensuring performance requirements are understood and being met.
• Creates a working environment that encourages high performance and calculated entrepreneurial risk taking.
• Selects and combines talent and diversity to achieve outstanding results, ensuring the immediate and long term availability of sufficient competent and motivated PSCM staff to meet the business needs. Champions PSCM capability development across the SPU.
• Ensures commodity strategies reflect the HSSE priorities of the SPU and champions HSSE standards amongst PSCM teams and the external supply base.
• Promotes compliance with code of conduct, ensuring, by personal example and coaching, that staff understands and practice ethical business behavior. Ensures suppliers and contractors are monitored as appropriate to ensure they work in a manner consistent with the code.


Qualifications/Requirements

The successful candidate will demonstrate the following:

• Proven track record and experience as an executive business leader and change agent in organizations of scale and complexity; you are likely to be operating currently as a Head of Procurement, regional Lead/VP or Chief Procurement Officer in an international organization.
• Experience gained in Refining and/or a large scale, complex 24/7 process manufacturing industry; ideally with experience gained both inside and outside the manufacturing sector.
• Experience of supply chain management in a manufacturing environment, ideally including materials management.
• Experience of leading significant operational change, including the upgrade of procurement process, data and systems.
• Well developed leadership skills, with a good mix of strong conceptual thinking, a hands on approach to the management/engagement of people and the charisma to ‘sell the vision’.
• Intellect is essential and it is likely that the successful candidate will be a graduate.
• High level of commercial and financial awareness with the credentials and gravitas to influence EVP / President / Executive Committee level.
• Clear negotiation skills; a strong track record of successful $multi-million complex deal making.
• Cultural sensitivity and a ‘global mindset’; extensive experience working internationally.

Procurement and Supply Chain Specialist - Energy

Develops and executes sourcing strategies in alignment with applicable market sector and commodity strategies. Responsible for working with Engineering company purchasing manager and engineering manager in overseeing procurement activities for engineered equipment.

The role has overall accountability for implementing procurement plan and process for topsides delivery and includes understanding the local business objectives and desired outcomes, engaging internal customers and building support for the initiatives, understanding options and risks associated with supply chain activities, building supplier relationships in order to achieve superior supplier performance, negotiating commercial terms to deliver best value solutions, and measuring / reporting the value delivered.

- Understand PU’s business requirements for third party goods and services and develop and maintain knowledge of local supply market place

- Lead the development, implementation and communication of the contracting strategies, prepared in alignment with SPU’s market sector strategies, to ensure access to qualified (HSE, technical, financial) capable suppliers

- Work with the business and suppliers to ensure standardization, technical optimization, value engineering, process improvements and continuous improvements practices are considered in the strategies

- Conduct the full sourcing process, development of scope, supplier selection, commercial negotiation and contract execution
- Coordinate additional company expertise input through consultative dialogue with other Procurement & SCM (PSCM) teams and/or SPU representatives, specific to HSE, tax, legal, finance, insurance, audit, etc.

- Participates in the development and implementation of supplier performance management strategies

- Engages the business and provide guidance on PSCM process and risk management

- Participates in company networks, sharing information, best practices and lessons learned


Qualifications/Requirements


To be considered for the role of Procurement and Supply Chain Specialist, applicants must meet the following criteria and qualifications:

- Legal authorization to work in the US on a full-time basis for anyone other than your current employer

- The willingness and ability to travel up to 25% of the time in order to fulfil the responsibilities of this position

- Minimum of a Bachelor degree

- Minimum of 7 years in procurement and supply chain

- Experience in supplier performance management

- Well versed in the strategic sourcing methodology and process working cross functionally

- Procurement experience with products and services

- Experience in developing contracting strategies

- Strong commercial acumen

Responsibilities

Understands the strategies, demands, and requirements of both the business units and the enterprise and works to develop global commodity strategies that are consistent with short and long term strategic plans.

Identifies appropriate Commodity Team Sponsorship and Membership from the business to help develop and execute value added sourcing strategies for the company.

Develops a network of global and regional commodity managers with intimate knowledge of the commodities and the business within the portfolio to deliver effective strategies.

Identifies the key stakeholders across the enterprise to gain a clear understanding of the business needs to enable the creation of the commodity vision and objectives.

Analyzes the supply market to gain an understanding of the market dynamics, to define supplier segmentation, to define supply side power, to identify benchmarks to help identify supply side opportunities.

Analyzes the demand side for a commodity by completing spend histories and demand forecast, by identifying current suppliers, determining procurement involvement, historical contract compliance, and demand segmentation to enable the identification of demand side opportunities.

Analyzes the supply demand interfaces by analyzing TCO and cost drivers, procurement value levers, product/portfolio segmentation and channels, along with risks to define innovative approaches and strategies to drive optimum value to Client.

Develops the major strategic options and builds the business case to define the global commodity strategy that maximizes value to Client.

Works with the Director- Commodity Council and Commodity Sponsor to ensure the global commodity strategy is aligned to Procurement and the Corporate and Business Units strategies.

First point of contact for the Global and Business Unit management; communicate objectives, results and special projects of the Global Commodity Team

Works collaboratively with the Global Council Director and peers to prioritize opportunities and allocate resources for the Council.

Identified near and long term opportunities within the commodity spend portfolio through market and business intelligence and interaction with Business Units that will add value

Utilizes a systematic approach for identifying, evaluating and prioritizing sourcing project opportunities.

Builds clear business cases/value propositions with supporting details to define the identified opportunities.

Develops and utilizes criteria in conjunction with the commodity council to determine when to add or remove a project or program for the commodity portfolio.

Reviews the portfolio to determine the project mix needed to improve the overall value contribution and to meet goals of the business.

Balancing the portfolio, to ensure a mix that balances, Short versus long term and Risk versus Reward.

Monitors the planning and execution of the chosen projects.

Evaluating new opportunities against the current portfolio and comparatively to each other taking into account the organization’s execution capacity

In conjunction with Commodity Team members develops, applies and monitors overall commodity strategy performance results and governance criteria for the constituent teams.
Manages and updates commodity strategy to ensure alignment with changes in the business and market.

Develops corresponding overall business case for change, with support from commodity team Members, and presents opportunities to the Council and into Global Procurement for prioritization.

Provides guidance and leadership to Global Team Members to ensure commodity strategies are aligned with the overall council strategies and objectives of the Commodity Council.

Develops cascading implementation/transition plans to execute global commodity sourcing strategies.

Secures resources, funding and establishes initiative tracking and reporting.

Utilizes Project Management Tools to guide the execution of the transition plan.

Leads and facilitates the execution activities with the regions to drive the transition.

Assures global commodity strategies are applied consistently throughout the commodity

Responsible for supplier relationship management with major global commodity suppliers to: (a) assure maximum value to Client; (b) Supply Flow Assurance; and (c) market intelligence.

Reviews and assists sub-commodity teams in achievement of target opportunities through: (1) Allocation of resources, (2) Prioritization of funds (e.g., Market Intelligence)
